In Commander, Harnessed Lightning is a niche inclusion — it earns a slot only in dedicated energy builds like Atraxa, Praetors' Voice superfriends or any commander that generates and spends energy as a core mechanic, because single-target instant removal needs to clear a higher bar in a four-player format. In Pioneer and Modern, energy strategies have real competitive infrastructure, and Harnessed Lightning fits naturally into those shells where the three energy can fuel Aetherworks Marvel or Servant of the Conduit. Legacy and Vintage have no appetite for it — the format's removal bar starts at Fatal Push and ends at Force of Will. Oathbreaker mirrors Commander's calculus: worth it in energy, not outside it.
