Hardened Berserker reduces the cost of each spell you cast after attacking with it by one generic mana, which stacks across multiple attacks and multiple copies. It's a payoff for aggressive red shells that want to chain spells, but a 3/1 for three mana that requires combat to generate value is easy to outpace.

In Commander, Hardened Berserker is a fringe inclusion in aggressive red decks that attack early and cast cheap spells off the back of it — Magda and Krenko shells being the clearest fits. In Pauper it sees no meaningful play; red aggressive decks there don't need a three-mana 3/1 to enable spell discounts when burn is already cheap. Modern, Pioneer, and Legacy have the same problem: Hardened Berserker is too slow and too fragile to compete with the raw efficiency available at that price point. Its home is Commander, narrowly, and only in decks built to maximize the trigger.
