Harbin, Vanguard Aviator is most at home in Commander, where the 99-card format gives you enough Soldier payoffs and token generators to hit the five-Soldier threshold consistently and keep it there. In Modern and Pioneer, Soldier tribal decks exist but rarely want a two-drop that does nothing until you've already built a board — faster threats and more reliable lords crowd him out of the list. Legacy and Vintage are non-starters; the formats are too hostile to a creature that needs a critical mass on the battlefield before delivering a payoff.
