In Commander, Hangar Scrounger earns its slot in any deck that abuses tap abilities — Krenko, Emmara, or Merieke builds will find it a cheap, recurrable untap source that doesn't eat a spell slot. Pauper is the other format worth noting: common-legal untap effects at this price point are scarce, and a 3/2 body with a relevant activated ability clears the bar for aggressive and combo shells alike. In Modern, Pioneer, Legacy, and Vintage, Hangar Scrounger is simply too slow — three mana to untap one creature doesn't compete with the speed of those formats' threats and interaction.
