In Commander, Hammer of Bogardan is a sustained ping engine in mono-red builds — 3 damage per turn cycle adds up, and the graveyard recursion means removal is wasted on it. In Legacy and Vintage, the card is legal but effectively invisible; faster formats have zero interest in a three-mana sorcery that deals 3, and the buyback cost of 3RRR is disqualifying at those speeds. Modern sees the same problem — even in aggressive red shells, Hammer of Bogardan is too slow and too mana-intensive to compete with one- and two-mana threats. Oathbreaker is the one non-Commander 60-card adjacent format where a mono-red Chandra-style build could justify it, but even there it's a fringe include.
