Hall of Triumph card art
Hall of Triumph drops a permanent +1/+1 anthem on every creature sharing a color — for three mana and no ongoing cost. It's one of the more efficient tribal and mono-color payoffs in Commander, and Ruxa, Patient Professor in particular runs it in over a third of lists because non-keyword creatures need every stat boost they can get.

Ruxa, Patient Professor builds around creatures with no keyword abilities, a pool that typically runs smaller bodies — Hall of Triumph is a clean, colorless-castable anthem that pumps the whole board without asking anything of the creatures it buffs.

Hall of Triumph sees essentially no play in competitive non-rotating formats — Modern, Pioneer, and Legacy move too fast for a three-mana artifact that doesn't generate immediate value. Commander is where it earns its slot: mono-color and tribal strategies want a redundant anthem that any deck can run regardless of color identity, and Hall of Triumph fills that role cheaply on both mana and dollars. In Oathbreaker the same logic applies at a smaller table, though the faster pace makes the three-mana entry point slightly more painful.
