Hall of Triumph sees essentially no play in competitive non-rotating formats — Modern, Pioneer, and Legacy move too fast for a three-mana artifact that doesn't generate immediate value. Commander is where it earns its slot: mono-color and tribal strategies want a redundant anthem that any deck can run regardless of color identity, and Hall of Triumph fills that role cheaply on both mana and dollars.
