The cost is that outside Ally tribal, it does nothing, so Katara, the Fearless is essentially the only Commander context where it earns a slot.

Halimar Excavator is a Commander card, full stop. In Pauper it's legal but Ally synergies lack the density to make mill by-ones threatening before the game ends through other means. Legacy and Vintage have no interest in a two-mana 1/3 that requires tribal scaffolding to function. Commander is where the math works: four opponents, a critical mass of Ally enters, and suddenly milling four or eight cards per trigger adds up before anyone stabilizes.
