Halimar Excavator mills each opponent for one card per Ally that enters the battlefield under your control — in a dedicated Ally deck, that scales fast enough to close games. The cost is that outside Ally tribal, it does nothing, so Katara, the Fearless is essentially the only Commander context where it earns a slot.

Halimar Excavator is a Commander card, full stop. In Pauper it's legal but Ally synergies lack the density to make mill by-ones threatening before the game ends through other means. Legacy and Vintage have no interest in a two-mana 1/3 that requires tribal scaffolding to function. Commander is where the math works: four opponents, a critical mass of Ally enters, and suddenly milling four or eight cards per trigger adds up before anyone stabilizes.
