In Commander, Hail Storm fills a niche role in green decks that lack access to white board control — it discourages alpha strikes and can cleanly erase X/2 token swarms at instant speed. Legacy and Vintage are too fast and threat-dense for a reactive two-mana fog effect to matter. Modern has enough similar or strictly better options that Hail Storm never sees play there. It's a Commander card through and through, and even there it earns a slot only in specific metas where go-wide aggro is a regular problem.
