Hagra Sharpshooter is almost exclusively a Commander card — landfall triggers scale with the number of lands you control, and only in the longer game arcs of EDH does that number climb high enough to make the ability threatening. In Modern and Legacy it's too slow and too conditional; dedicated removal spells cost the same mana and don't require a land drop to fire. Pioneer offers similar competition from more reliable removal. Commander is where Hagra Sharpshooter earns its slot, specifically in landfall or land-recursion decks that can guarantee multiple land drops per turn and make the toughness drain punishing.
