Hagra Diabolist drains each opponent for the number of Allies you control whenever an Ally enters — in a dedicated tribal shell that number climbs fast, and three opponents means the damage multiplies before anyone can respond. The five-mana body is the cost, and it's steep enough that Hagra Diabolist earns its slot only when the Ally count is reliably high.

Hagra Diabolist is a Commander card — full stop. The Ally type has critical mass only in EDH, where tribal support is deep enough to make the drain trigger meaningful. In Legacy and Vintage, a five-mana 2/3 with a conditional ability doesn't compete with the format's power level, and Ally synergies don't exist in those metas. Modern has a functional Ally shell, but Hagra Diabolist is too slow for a format where games end on turn four; the competitive Ally builds there never adopted it. Commander is the only context where Hagra Diabolist does its job.
