In Commander, Guiding Voice is too low-impact to compete for slots — 100-card decks demand more than a single counter and a lesson fetch, and learn is a mechanic with minimal support outside Strixhaven-adjacent builds. Pauper is where it has the most realistic home, since the learn engine is common-legal and the card advantage it generates is meaningful at that power level. In Legacy, Modern, and Pioneer it's outclassed by essentially every other one-mana white instant, and you'd need a very specific learn-based build to justify the inclusion.
