In Commander, Guardians of Oboro finds its narrowest but most defensible home in dedicated landfall decks that want repeated land-drop triggers — think Aesi, Tyrant of Gyre Strait or The Gitrog Monster shells where bouncing a land isn't a cost, it's the point. Outside of that niche, five mana for a 2/3 with a conditional activated ability is nowhere near competitive rate. In Pauper, where it's legal, the creature density and efficiency demands make it a non-starter.
