Guardian of Vitu-Ghazi is a Commander card through and through — the nine-mana cost is only realistic in a 40-life, multiplayer format where ramp is plentiful and games go long enough to cast it. In Pauper it's technically legal but essentially unplayable; common-legal ramp decks can't sustain nine mana without folding to aggro long before Guardian resolves. Legacy and Vintage have access to it but no incentive to run a vanilla-adjacent nine-drop when the format ends on turn one or two. Commander is the only home where the vigilance body, the landfall trigger, and the token all get to matter in the same game.
