Gruul Cluestone costs three mana to fix and accelerate by one, then asks another mana and a tap to replace itself — that's a bad deal on both ends. Slower formats with no better options can tolerate it, but in Commander, two-mana rocks have made this slot obsolete.

Gruul Cluestone is legal in Commander but sits at the bottom of the ramp pecking order — Arcane Signet, Talisman of Impulse, and a dozen other two-mana options do this job a full turn faster. In Pauper, the common card pool narrows the competition enough that it occasionally sees play in slower Gruul shells that need redundancy beyond Gruul Signet. Legacy, Vintage, Modern, and Pioneer are non-starters in practice — three-mana fixing rocks don't compete in those environments regardless of legality. The card-draw escape valve gives it a marginal edge over pure mana rocks in longer Commander games, but that upside rarely justifies the cost.
