Group Project is a Commander card through and through — the multiplayer math is the entire point, since three mana for one 4/4 is unplayable in any 1v1 context. In Commander, the token gifting creates real political leverage: you can point the threat at whoever is ahead, and the symmetry disguises the fact that you chose the timing. Outside Commander, Group Project is legal in Legacy, Vintage, Modern, Pioneer, and Standard, but it has no competitive application in any of them — the effect simply doesn't scale in a two-player game where giving your opponent a 4/4 is just losing. Stick to 75-card politics decks in Commander; everywhere else, this card doesn't exist.
