Grixis Charm offers three genuinely distinct modes — bounce a permanent, give a creature -4/-4, or pump your team +1/+0 until end of turn — at the cost of three mana across three colors. The flexibility is real, but UBR pip requirements make it a slot that earns its place only in decks that can reliably hit all three.

In Commander, Grixis Charm is a role-player in Grixis goodstuff piles where you need answers that flex — the -4/-4 mode kills most utility creatures, bounce handles indestructible threats, and the pump mode occasionally closes a combat win. Outside Commander, it sees virtually no competitive play: Legacy and Vintage have access to far more efficient interaction, and the three-color pip cost is punishing in any format that doesn't run a luxury mana base. It's a Commander card through and through.
