Great Teacher's Decree is a Commander card through and through — the format's wide go-wide token strategies are exactly where a mass first strike effect does real work, letting a board of 1/1s punch through without trading. In Modern, Pioneer, or Legacy, four mana at sorcery speed for a one-turn pump is nowhere near efficient enough to see play when Heroic Intervention and similar cards exist. Oathbreaker is the one non-Commander 60-card adjacent format where token shells might find a niche use, but even there the competition is steep.
