In Commander, Grasping Longneck earns its slot in any deck that blinks or bounces its own permanents repeatedly — one activation is a tempo play, five activations is a lock. In Standard and Pioneer it competes in the midrange creature space, where the 4/3 body is acceptable and the enters-the-battlefield effect generates real value against opposing threats.
