Grasp of Phantoms puts a creature on top of its owner's library — a temporary answer that doesn't answer anything permanently. Four mana at sorcery speed for a delayed bounce is too slow for most formats, and the Flashback cost of five blue mana makes the second use a luxury you rarely afford.

In Commander, Grasp of Phantoms occupies a narrow niche: decks that want to manipulate the top of a library (milling, Chaos Warp-style disruption, or forcing a topdeck lock) rather than remove a threat outright. The sorcery speed and the fact that the creature comes back make it a poor fit for reactive control shells. In Pauper, the commons pool is starved enough for blue tempo that Grasp of Phantoms sees occasional fringe play, but bounce spells with more permanent upside generally outcompete it. Legacy and Vintage have no use for it given the density of instant-speed, permanent answers available. Oathbreaker mirrors Commander in this regard — playable only in dedicated library-manipulation strategies.
