Graf Rats is legal across Commander, Legacy, Modern, Pioneer, Vintage, Pauper, and Oathbreaker, but format legality is mostly academic — this card does nothing without Midnight Scavengers in the same deck. In Commander it shows up almost exclusively in rat-tribal builds under commanders like Marrow-Gnawer or Karumonix, the Rat King, where the meld is a cute one-of rather than a win condition. In Pauper it has the most theoretical viability since both meld halves are commons, but the setup cost of running two narrow creatures for a single meld payoff is hard to justify in a 60-card format where consistency matters. Everywhere else, Graf Rats doesn't make the cut.
