Outside of dedicated Minotaur tribal, there's no reason to run it over creatures that don't require setup to match their rate, and even Sethron, Hurloon General lists are better served by Minotaurs that generate value on entry.

Gorehorn Minotaurs is legal in Commander, Legacy, Modern, Vintage, Pauper, and Oathbreaker, but legal and playable are different things. In Pauper it's the most plausible home — aggressive red decks can reliably trigger bloodthirst by turn four — but even there it competes with commons that provide haste or enter at a better baseline rate. In Commander, a 3/3 for four that requires a prior attacker to connect is too fragile to matter at a 100-card table where the baseline for four-mana creatures runs much higher. Legacy and Vintage are non-conversations; the card has no competitive role in either.
