Golgari Rotwurm trades a creature sacrifice for a -1/-1 on any target creature, stapled to a 5/4 body for five mana — the rate is simply too slow and too small to matter at most tables. Paying five for a vanilla-stat wurm with a conditional downside trigger is a bad deal when the format has Sheoldred, the Apocalypse and Grave Titan in the same mana range.

Golgari Rotwurm is legal in Commander, Legacy, Modern, Vintage, Pauper, and Oathbreaker, but the only format where it can realistically see play is Pauper, where common-only restrictions make a 5/4 body with any kind of removal attached marginally more interesting. In Commander it competes against far more efficient sacrifice payoffs and removal spells and loses on both counts. Legacy, Modern, and Vintage ignore it entirely — the power floor in those formats is incomparably higher, and no deck there is assembling a sacrifice engine around a five-mana common. If you're building a Pauper Golgari sacrifice deck on a strict budget, Golgari Rotwurm is at least a legal body that pressures small creatures, but even there it's a fringe inclusion.
