In Commander, Golden Demise punches above its mana cost — three mana for a selective sweeper is exactly the rate token decks fear, and the City's Blessing condition is trivially met by midgame. Competitive formats are less interested: Modern and Pioneer have access to faster, more universal sweepers like Wrath of God effects or Anger of the Gods, and Golden Demise's conditional one-sidedness doesn't compensate for the narrower toughness ceiling. Legacy and Vintage are too fast for a sorcery-speed three-drop to matter. Commander is clearly where Golden Demise lives.
