Commander is where Goblin War Party actually lives — Goblin tribal and token-wide-attack strategies are Commander staples, and the token count plus haste rider is designed for multiplayer boards where speed matters. In Pauper it's legal but faces stiff competition from faster token engines; the four-mana ask is a real cost in a format built around efficiency. Legacy and Vintage have access to broken alternatives at every point on the curve, so Goblin War Party sees essentially no play there. Stick to Commander for this one, and specifically to Goblin-matters or token-density commanders where every body and every haste trigger compounds.
