In Commander, Goblin Vandal earns a slot almost exclusively in Krenko, Mob Boss or similar Goblin-flood decks where you're sending a wall of tokens into blockers anyway — the artifact destruction is incidental upside on a creature that was already trading. In Pauper, artifact removal is competitive enough that paying one mana for a conditional trigger rarely clears the bar when Smash to Smithereens and Gorilla Shaman exist. Legacy and Vintage both have access to far more efficient answers, so Goblin Vandal doesn't see meaningful play there. Across every format, the activation condition — must be blocked — makes it unreliable as a primary answer to artifacts.
