Goblin Tinkerer trades itself to destroy any artifact, provided that artifact's mana value is less than or equal to the number of untapped Mountains you control — which makes it a conditional removal piece that rewards a mono-red or heavy-Mountain build. The ceiling is real, the floor is a 1/2 that does nothing.

In Commander, Goblin Tinkerer earns a slot in Goblin tribal decks that run enough Mountains to reliably hit mid-to-high mana value artifacts — Krenko, Mob Boss shells and similar red-heavy builds can get there, but the card competes with unconditional artifact removal like Chaos Warp. In Pauper, the condition is harder to dismiss: Mountains are plentiful in mono-red aggro and the format's artifact density is high enough that the Tinkerer can consistently threaten real targets. Legacy and Vintage are legal but irrelevant — the effect is far too slow and conditional for either format's artifact threats.
