In Commander, Goblin Smuggler earns its slot exclusively in Goblin tribal or token-wide strategies where unblockable evasion on demand closes games that stall on a fortified board. Outside of that niche, a three-mana 2/2 with a tap ability is too slow and too low-impact for most 100-card builds.
