Goblin Machinist swings for potentially massive damage by revealing cards off the top of your library, but a 2/2 body for five mana with no guaranteed payoff is a terrible rate. Unless you're stacking the top of your library or running a high-CMC curve to juice the average reveal, it underperforms every other five-drop in the Goblin pool.

Goblin Machinist is a Commander card in the loosest sense — the format's slower pace gives it time to activate, and high-CMC-matters or topdeck-manipulation commanders can make occasional use of it. In Legacy and Vintage it's a non-starter; five mana for a 2/2 with no immediate effect doesn't survive contact with those formats' threat density. Oathbreaker shares enough of Commander's casual DNA that the same niche applications apply, but the card still demands meaningful library-stacking support to justify the slot.
