In Commander, Goblin Cohort belongs only in a dedicated Goblin tribal deck — the condition is trivially met when you're casting creatures every turn, and a one-mana 2/2 pulls meaningful weight in go-wide aggro. In Pauper, it sees occasional play in Goblin tribal lists where the common restriction makes every cheap body count. Legacy and Vintage Goblin builds generally don't need it, since access to more powerful options at the same cost makes Goblin Cohort redundant.
