Commander is where Goblin Clearcutter finds its only real home, specifically in Goblin tribal decks that can churn through resources fast enough that losing a Forest feels like a rounding error. Outside tribal, the sacrifice cost is too punishing — you're trading long-game consistency for a one-shot mana spike. Legacy and Vintage have access to it on paper, but neither format wants a five-mana 3/3 with a conditional tap ability when fast mana exists in far more efficient forms. Oathbreaker is legal but the same logic applies: the formats where Goblin Clearcutter belongs are the ones where Goblin synergies compensate for the land loss.
