Goblin Bird-Grabber gives a Goblin flying until end of turn — conditional on controlling a creature with flying, which is exactly the wrong thing to ask of a Goblin deck. Two mana for a situational evasion grant that asks you to already have something it can steal a ride from is not a trade worth making.

Goblin Bird-Grabber is a fringe card in every format it's legal in. In Commander, Goblin tribal decks want either mass evasion — something like Goblin War Drums or Goblin Tunneler — or a combo finish; a single temporary flyer on one Goblin accomplishes neither. In Pauper, where every mana matters and Goblins are a real aggro deck, this slot goes to cards that generate direct board advantage. Legacy and Vintage Goblins are similarly uninterested — those decks win through Goblin Ringleader chains and Aether Vial, not spot evasion. Pioneer is the one format where a more casual Goblin shell might give this a look, but even there it's outclassed.
