Goblin Barrage deals 4 damage to a creature or player for four mana — playable rate on its own, but the kicker clause, sacrificing a Goblin or artifact, is what makes it slot cleanly into tribal and sacrifice shells. It's a role-player, not a staple: run it in the right deck and it overperforms; run it anywhere else and it's just a slow Lightning Bolt.

In Commander, Goblin Barrage earns its slot exclusively in Goblin tribal or sacrifice decks — the kicker is nearly free there, and 4 damage at instant speed handles most utility creatures. Competitive non-tribal Commander lists won't touch it; four mana for 4 damage without additional upside doesn't clear the bar. In Modern and Pioneer the card sees essentially no play, outclassed by cheaper burn and better sacrifice payoffs at every turn. Legacy and Vintage have access to far more efficient options, so it's irrelevant there outside of fringe tribal brews. Stick to Commander Goblin shells — that's the one context where Goblin Barrage is actually doing its job.
