Commander is where Glistening Dawn belongs — token-wide oil-counter distribution is built for multiplayer boards, and Phyrexian tribal commanders like Elesh Norn, Mother of Machines or Ixhel, Scion of Atraxa turn every oil counter into a threat. In Legacy and Vintage the sorcery speed and three-mana cost make it uncompetitive against the format's interaction density.
