Commander is where Glistening Dawn belongs — token-wide oil-counter distribution is built for multiplayer boards, and Phyrexian tribal commanders like Elesh Norn, Mother of Machines or Ixhel, Scion of Atraxa turn every oil counter into a threat. In Legacy and Vintage the sorcery speed and three-mana cost make it uncompetitive against the format's interaction density. Modern and Pioneer are theoretically legal, but Glistening Dawn needs a critical mass of oil-counter payoffs that neither format's best shells are built around. Stick to Commander.
