Glimmer Bairn is a Commander card through and through — the ability scales with board state in ways that only matter in a 100-card, multiplayer context where permanents accumulate counters over many turns. In Pauper it's legal but has no meaningful home; counter-manipulation at common is narrow and the token infrastructure to abuse it isn't there. Legacy and Vintage have no interest: the effect is too slow and too conditional for formats that end games before the engine assembles. Commander is where Glimmer Bairn earns its slot, specifically in Halfling-tribal or counter-doubling builds where the tap outlet is free and the tokens are incidental.
