Gleaming Overseer is a Commander card — full stop. In 100-card singleton, a three-mana enchantment creature that grants a board-wide keyword combination is exactly the kind of permanent that compounds over a long game, and zombie tribal has the critical mass to make it immediate. In Modern or Pioneer, three mana for a 2/3 with no enters-the-battlefield impact on a single-token board is too slow and too conditional to compete with the format's threat density. Legacy is technically legal but Gleaming Overseer has no business there. Oathbreaker could support it in the right shell, but Commander is where the payoff is consistent enough to justify the slot.
