Glass of the Guildpact is almost exclusively a Commander card — the effect is slow and cumulative, which means it needs a multiplayer game with enough turns to compound. In Legacy, Modern, and Pioneer, a two-mana artifact that does nothing until end of turn and requires a multicolored board simply doesn't make the cut against faster threats and efficient removal.
