Glamorous Outlaw is a Commander card through and through — the token generation and incidental life drain matter far more in a multiplayer game where three opponents means three cards exiled off Evelyn, the Covetous on entry. In Pauper, it's legal but competes in a format where six mana buys significantly more raw power. Legacy, Vintage, and Modern have the same problem: the ceiling is too low and the cost too high to compete with what those formats offer at the same spot on the curve.
