In Commander, Gisa's Bidding is a role-player in Zombie tribal decks that can reliably trigger madness, most notably under Anje Falkenrath — elsewhere, four mana for two 2/2s is too fair to bother with. In Pauper, common-legal token generation is scarce enough that the madness discount earns it a look in black aggro shells with discard synergies. Modern and Legacy have enough efficient token production that Gisa's Bidding doesn't compete unless a very specific madness or Zombie synergy demands it.
