Gift of Growth doubles a creature's power and toughness until end of turn while also untapping it — cast it during combat and you're swinging with a creature that's suddenly twice as threatening and ready to block if needed. Two mana at instant speed for that kind of pump is strong, but the payoff scales sharply with base stats, so it's best on large creatures and nearly useless on tokens.

In Commander, Gift of Growth earns its slot in go-tall decks that want instant-speed pump to threaten commander damage kills out of nowhere — untapping the creature is the detail that separates it from simpler pump spells, since it lets you attack, pump to lethal, and still hold up a blocker. In Pauper, the common slot is crowded with pump options, and Gift of Growth competes with spells that grant trample or evasion rather than raw stat-doubling, which limits its appeal in a format full of chump-blockers. Modern and Legacy have little use for a sorcery-speed-equivalent pump spell that doesn't advance a combo; Gift of Growth is too slow and too narrow for those formats' threat density. Oathbreaker mirrors Commander in its creature-centric games, so the same go-tall commanders that want it there want it here too.
