Gift of Estates puts up to three Plains into your hand for one white mana — conditional on an opponent having more lands, which is almost always true in Commander by turn one or two. It's a cheap, reliable way to smooth your early land drops in any white deck that wants consistent mana.

Commander is where Gift of Estates earns its slot — four opponents virtually guarantees someone has more lands, so the condition is almost never relevant, and fetching three Plains for one mana is strong card advantage on turn one. In Legacy and Vintage, the condition is harder to meet on the draw and irrelevant given those formats have better cantrips and fetchlands, so it sees no real play. Modern has the same problem: the condition is unreliable in a two-player game and white has better options. Gift of Estates is a Commander card through and through.
