Ghosts of the Damned taps target creatures you don't control during your upkeep — a repeatable, board-wide soft lock that compounds with untap effects. The cost is two mana and a 0/2 body that dies to a stiff breeze, but the ability does real work in the right shell.

Commander is where Ghosts of the Damned earns its keep — tap-down effects scale well in multiplayer, and recursion or untap synergies turn a slow engine into a lockout piece. In Pauper it's legal but competes with more efficient tap effects at common, making it a fringe consideration. Legacy and Vintage have it on the books, but no competitive shell there wants a 0/2 with a once-per-upkeep trigger when faster answers exist. Oathbreaker can make use of it in the same way Commander does, particularly under a spellslinger signature spell that untaps it mid-combo.
