The setup cost is real: you're dedicating a creature to a purely defensive role, which means it only earns its slot in decks that actively want a Wizard sub-theme or are desperate to protect a high-value commander.

In Commander, Ghosthelm Courier is a niche piece that belongs exclusively in Wizard-tribal builds where the protection is free on top of an existing creature density. Legacy and Vintage have access to it on paper, but neither format has any reason to run a three-mana do-nothing creature when counterspells and faster interaction handle protection more efficiently. Oathbreaker is the one fringe case where protecting a planeswalker-as-commander could justify the slot, again only if Wizards are already in the deck. Outside of Commander's slower, threat-heavy environment, Ghosthelm Courier simply doesn't do enough for the mana.
