Ghost-Lit Warder locks an opponent's creature out of attacking or blocking for a full turn cycle, and you can do it repeatedly by channeling it from hand for two blue mana. The activation cost makes it a mana sink as much as a creature, which is either a feature or a bug depending on how much blue you can float.

In Commander, Ghost-Lit Warder is a niche include in decks that want repeatable tap effects or need to neutralize a single threatening creature each turn — Empress Galina or Ixidor, Reality Sculptor shells occasionally run it for the steady-state control it provides. In Legacy and Vintage it simply doesn't compete; the channel ability is too slow and too expensive against decks operating at a faster axis, and a 1/2 body is irrelevant in those formats. Modern has better options at every point on this card's curve, so Ghost-Lit Warder never shows up there either.
