In Commander, Ghost-Lit Raider fits discard-matters builds where forcing opponents to pitch cards is a win condition or engine trigger, not just incidental pressure. Legacy and Vintage have access to far more efficient hand disruption at sorcery speed, and a four-mana creature that channels for two more rarely makes those cuts. Modern is legal but the same problem applies — the effect doesn't match the cost in a format where games end before the Raider's incremental pressure accumulates. Ghost-Lit Raider's best home is Commander, specifically under a hellbent or discard-payoff commander where you want redundant activations turn after turn.
