Ghost Council of Orzhova

In Commander, Ghost Council of Orzhova is a value piece in dedicated sacrifice or lifegain shells — not a staple, but a legitimate role-player that punishes opponents who can't exile it and generates incremental advantage over a long game. In Legacy and Vintage, it's simply too slow and too low-impact for formats defined by turn-one and turn-two interaction; the self-bounce ability doesn't compensate for four mana doing so little the turn it resolves. Modern at least has the Orzhov sacrifice synergies to contextualize it, but far more efficient payoffs exist at the same mana cost, so it doesn't see play there either. Ghost Council of Orzhova is effectively a Commander card — specifically one for black-white decks that want a resilient, recursive sacrifice outlet with a drain upside.
