In Pauper, Ghitu Lavarunner is a legitimate threat — the format's Izzet Blitz and red spell-slinger strategies can reliably unlock haste by turn two, making it a one-mana 2/2 with upside that pressures opponents immediately. Modern and Pioneer have cheaper, more consistent options in the same space, so it rarely cracks those lists. In Legacy and Vintage the competition is simply too steep.
