Ghastly Discovery draws two cards and puts one back — a net cantrip with card selection — for three mana at sorcery speed, which is the problem. Paying 1UB for Counsel of the Soratami with a minor loot stapled on is serviceable in Pauper but too slow and too replaceable for most Commander tables.

Pauper is where Ghastly Discovery earns its keep: card selection at common is genuinely scarce, and the 1UB cost fits naturally into Dimir control shells that want to hit land drops and filter toward win conditions. In Commander, it's outclassed by nearly every draw spell above bulk — Preordain, Brainstorm, and Night's Whisper all do more for less, and a three-mana sorcery that draws one net card rarely makes the 99. Legacy and Vintage have no use for it when Brainstorm exists. Ghastly Discovery is a Pauper role-player and a draft common everywhere else.
