In Commander, Ghastlord of Fugue is a niche but functional discard engine — hitting all opponents on damage means one successful swing strips three hands simultaneously, which is genuinely oppressive in a long game. Legacy and Vintage are too fast for a five-mana 4/4 with no immediate impact; it simply doesn't survive long enough to connect before the game is decided. Modern is technically legal but the card sees no play there for the same reason — the format moves at a speed where paying five mana for a creature that needs to attack is too slow to matter. Oathbreaker is the other format worth noting: as a spell rather than a signature spell it's clunky, but black-blue hand-disruption shells can leverage it in longer games the same way Commander can.
