Geyser Leaper is legal everywhere but sees meaningful play nowhere. In Commander, a 2/2 flier with a single scry 2 on entry is outclassed by nearly every blue creature at the same cost that either draws cards, generates value repeatedly, or meaningfully interacts with the board. In Pauper, where commons actually compete, the rate is still too low — blue has access to better tempo and card-selection tools at three mana. In Standard, Modern, and Pioneer it simply doesn't reach the floor those formats demand of a three-drop.
