The Swarmlord already rewards you for going wide with Insects, and Genestealer Locus guarantees every creature you cast or blink doubles as a token producer — the two cards form a self-reinforcing loop where each Insect you make can trigger more entries, and more entries make more Insects.

Genestealer Locus is legal in Commander, Legacy, Vintage, and Oathbreaker, but Commander is where it actually matters — the 100-card singleton environment gives it the critical mass of enters-the-battlefield triggers it needs to run away with a game. In Legacy and Vintage it's too slow and too passive; those formats don't give you the luxury of a do-nothing enchantment that waits for creatures to enter. Oathbreaker could support it in the right token shell, but the smaller deck size and faster clock make it a fringe inclusion at best.
